Russian authorities claim to have foiled a bomb plot linked to Ukraine, targeting security services, and have arrested a German woman reportedly found with a makeshift explosive device in her backpack.

Russia’s FSB security agency stated that the unnamed woman was detained on Monday in the southern city of Pyatigorsk. In a statement cited by Russia’s state-run TASS news agency, the FSB asserted it had “prevented a terrorist attack planned by the Kyiv regime against a law enforcement facility in the Stavropol region, involving a German citizen born in 1969.”

The agency further alleged that the woman had been recruited by a citizen from a Central Asian country, who was acting on orders from Ukraine. This individual was reportedly located and arrested near the intended target site.

According to the FSB, the explosive device contained a charge equivalent to 1.5kg (3 pounds) of TNT and was designed for remote detonation. The agency credited electronic jamming with ultimately preventing the blast.

Video footage of the alleged arrest, released by Russia’s state RIA Novosti news agency, depicted armed Russian security agents approaching the woman as she lay face down in a car park. Another video showed masked plainclothes agents apprehending a man and pulling him into a station, followed by a controlled explosion of the backpack.

Russia’s Previous Allegations

Throughout the four-year conflict, Russia has arrested dozens of individuals, predominantly its own citizens, on accusations of collaborating with Ukraine to carry out sabotage operations.

Moscow has previously accused Ukraine of cooperating with Islamic fundamentalists to conduct attacks within Russia, though without providing substantiating evidence.

Officials initially claimed that the perpetrators of a 2024 massacre at a concert hall on the outskirts of Moscow, which resulted in 150 fatalities, were ISIL (ISIS) members acting in coordination with Ukraine. However, ISIL itself claimed responsibility for that attack, making no mention of any Ukrainian involvement. Kyiv has denied any role, and Moscow has not presented evidence to support its claims.
